I made one at Skian Mhor once (Sean was teaching a bunch of us how) and it pretty much is that simple. I'll leave other people to advise as to brands etc to use, but basically get a good strong impact adhesive to hold the foam to the central rod. Use at least two layers of foam, and make sure the joins don't sit on top of each other. If you want to be really careful, put an extra layer wrapped around the ends to strengthen them. That's prety much what I did and it's passed every LT weapons check I've taken it to in the seven years since I made it (admittedly I dont' take it much anymore).

Well apart from the fact that curtain rail will be too bendy, and pipe lagging will fall apart as soon as you hit it - that's fine.
Use fibre glass core (i'd suggest 16mm tubing for lightness) and plastazote foam. The method Marianne describes is fine. Though make sure you wrap some cloth around both ends of the core so it doesn't just rip through the foam as soon as you hit someone.
If you can't beat your computer at chess, try kickboxing.

As for making other weapons, do you just shape the foam?
(Would be great to make my own weapons)
And how do you colour?
(Paint or tinted latex?)

Have you read through this thread:
http://forums.rule7.co.uk/Topic1350-11-1.aspx
If you have any other questions then people here will be able to help you, making basic weapons is a fairly simple endeavour and everyone should have a go at it.
