On a related point, I think a larp has a greater potential to become more player-led the longer the ‘campaign’ runs for.

A one shot game can be pc-led, but is likely to be tightly based on the setting / premise of the situation.  The longer it runs for, the more it diverges from its starting point.

If a larp has no on-screen NPCs (like most freeforms, depending on how you define NPC), would that make it automatically player led? E.g. suppose maelstrom had no crew at all, merely letters from the old world delivered by players (and player eidolons with messages from off-screen gods). Would that make it more player-led?  This does bring us back to the ‘what is a PC/NPC?’ issue.

What do you mean by 'plot' in that statement?

The crucial point through, which I agree with, is *driven* as opposed to *created.*  A car is driver-led, even if the driver didn't define the specifications of it's operation.
