Personally I got a real british flak jacket off Ebay, and wore it hidden beneath other kit at Riftworld.

The first aider got very surprised when he tried to give me CPR.

Thanks for your suggestions guys.

I think I need to stress again that this doesn't need to "look the part" on the outside especially, since it is to be worn underneath clothes and be unobtrusive, i.e. not immediately visible from a distance. This means all the 'flak jacket' / 'kevlar' stuff is out. Also, I am not interested in buying it ready-made - I want to make it myself.

Ah I see. In that case something with neoprene may work. I've seen it used at sci-fi stuff before. A guy wore a neoprene vest under a suit/shirt. It has that kind of sci-fi fabric thing going on and has that slightly restrictive armour thing going on. Give it a little light spray with metallic paint just to make it a bit blingy? Less is more?
