I was talking about this with a friend of mine the other night. He wanted to be an Emu cavalryman, but it's the same problem.
As for how... I've got no idea. Probably an aluminium frame for the beast, with built-up foam for flesh/fake legs/saddle and gaps to allow the head to turn and arms/tail to move, with some sort of flexible coating over the top. You'd probably have to have a harness under your upper-body kit to hold the weight of the beast up.
Give me a year and a large pile of cash, and I could do this. On the other hand, shipping would be cheaper.

| I've answerred your requet on the Traders post as well but to make these you usually base them on a lightweight frame which is suported by a large pair of braces over your shoulders, the stucture is relatively easy, the expensive bit is the time taken to sculpt a one off creature in foam and latex. I've made many similar things before including 3/4 sized ride on horses which run on rollers (photos available!) I spent many years making theatre props and special effects as well as some serious carnival effects before I got into LRP weapons.
