Yes. Almost any weapon-maker would do so.
But getting a custom-made LRP lightsabre made, or a custom-made staff with an orb on the end, is the least of your worries.
Your first priority should be finding a game you want to play in, and booking on to play it.
Your second priority should be creating a character for that game.
Your third priority follows naturally -- devising or buying a suitable costume for that character.
Weapons are way, way down on the list. Go to an LRP game and play it. Borrow something from the organisers, or play a non-combat character, if you don't have a weapon by then. Then come back and tell us all about your ace ideas for a game you want to run, or you want someone else to run; or ask us about custom-made weapons.

I don't really know Harry Potter well enough to be able to offer any suggestions on it, I don't think, and am unlikely to play in such a setting, so no thanks.

Personally Id prefer that people went out and beat to death with the severed arms of their grandmothers anyone who even vaguely suggested this. That help?
