I've always associated it with Jhonen Vasquez's books- in particular, the nameless little boy from the Johnny the Homicidal Maniac series, who Johnny refers to as Squee because this is (not unreasonably) the noise he makes when confronted by said homicidal maniac.

Thinking about it, I have no idea if Vasquez came up with the word, but I suspect he might have helped popularise it.

Johnny the Homicidal Maniac was first published in 1995, according to Wikipedia.

Got to agree with this man, first time i heard the expression was in various slave labour graphics comics (JTHM, Meanwhile, fillerbunny, Lenore etc)

As far as I am concerned this is squee:

Character named after the noise of utter and abject fear he tends to make when confronted by the LARGE amount of horrible things he encounters.

I first saw it in a book published in 1994 - The Dolphins of Pern by Anne McCaffrey. I suspect she got it from the fan community, though - I am not sufficiently impressed by the author's intelligence or ubiquity to believe she invented it.
