I'm thinking about a scary grown up dreamlike RPG but I'm not sure what to go for. The only two I know about are Insylum (a free online system) and Kult where the PCs can enter dreams. Is there are really obvious one I've missed or is there a bit of a gap in the market here?

Nobilis would probably work well in a dreamland setting - it's not explicitly about dreams, but Sandman was obviously a big part of its inspiration. It expects characters to frequently deal with nuances of meaning, bizarre dreamlike logic, etc, and gives them the power to do the kinds of things that only really make sense in dreams.
It's got a nice streak of horror running though it too.

World of darkness 'Mage' could be changed to be in dremas instead of the Umbra.
Do you want a PC with powers game or an ordinary people put into dreams. Mage would work for the former.

World of Darkness Changling comes to mind if you can get hold of the old books as that deals with a dreamlike world imposed over the real one as well as Umbra worlds and so on like Mage and Werewolf of the same series also use. Changling puts me more in mind of Alice in wonder land over the other two though and it could be really screwed up if done well.

I'd use Nobilis I think.
Or I'd see if I could download or otherwise acquire the old 1st Edition D&D modules that were based on Alice -- they were a lot of fun. "Dungeonland" and "Beyond the Magic Mirror," they were called.

As someone who has ran it I'd recommend Changeling, it works fantastically, especially if you can get the book of the dreaming as the chimera of power rules are fantastic for playing cards etc
