I think "Old Boy" networks have a lot to do with it as well-choosing what gets cut by who does the job and how much you like/owe them, if it's anything like Local Gov't- last year we took a £75k cut in budget to fund a "Change Manager", who just happened to be the person who wrote the report recommending the changes he managed. At the time he was our Principle Officer- he got a 15k pay rise and seconded into the post for 3 years, last Tuesday he announced his retirement (which started on Fri) and in order to do this the council had to create a report stating that he wasn't essential- so why cut 75k a year from youth services to pay for it if it wasn't needed in the first place?

Needless to say he has a much bigger pension now!
