I'm not sure if this is even fesible but consider the system used to score hits in fencing is done by electronic means. the weapon has a very low current flowing through it which scores a hit when it makes contact with an opponent.
Theoretically I would imagine there is a way to treat the top layer of a latex weapon to get it to mimic this, combine it with a lasertag harness and some form of conductive bodysuit and you could theoretically have a fully intergrated guns and melee combat system.
More reaslistically you will end up with lots of broken electronics, half a fencing kit and complaints from the neighbours about your attempts to animate your creation with lightning strikes.

Nerf?
Guns go bang (OK then, guns go POP)
You get hit by something hitting you
Its easy to get the guns, so the game can scale up
Safe(ish) ammo, so not much need for face protection
Short range, so your Kbar/axe/shortsword will still be needed
No need for expensive gear
Not much of a problem with current gun law
No insta-gibb
