I notice there was a proposed rise in pay for employed prisoners of 37.5%.  Before mass panic ensues, that's from £4 per week to £5.50, and it's introduction was imminent...but Gordon Brown's cancelled it, probably due to the ongoing difficulties with having done away with the 10% tax band...

Unfortunately everyone has a different idea of what a 'serious offence' is, and people get wrongly convincted for things (although making it have to happen twice before you do anything totally irreversable is better than just once). For instance, is 'causing death by careless driving' a 'serious offence' in your system? That one causes a lot of argument because it's obviously serious but it's also something that most of the public could see themselves doing one day, which strangely makes them a lot more sympathetic to the perpetrator.

Also, what do you do to the other criminals? (Especially: minor violent crime like shoving someone on a crowded street, minor sexual crime like public nudity, and impersonal property crimes like burglary from commercial premises.) Would your definiton of 'serious offences' cover domestic burglary, 'assault and battery' (i.e. violence with no lasting injury, which covers things like tipping a pint over someone), white-collar / business crime (mostly fraud)?

Prison doesn't work, though. It's massively expensive, it doesn't appear to rehabilitate, and it's seen as a necessary part of a criminal "career".

Hmmm id disagree with that statement as is. Id agree however with  "The Prison system WE USE doesnt work" very well. Thats because we have no clear concensus about what they should achieve so they try and fulfill all four of the requirements of a penal system without defining the priority result.

On the other hand some countries have Prison systems which are far more effective*. Japan for example. Of course their detterent effect is stronger due to harsher sentencing, it wont really help career wise because you've limited chance of communication with other prisoners and hard labour is still used regularly.

*dependent on your priorities.

I kind of agree with Flannel in that our system doesn't work but that it could work given the right conditions.  I really think that sending prisoners out to work with the alternative of harsh penalties if they lose their jobs would be a good one.  The job should be just like any other in that it could be lost just like any other job, and that when you get out of prison you already have some money earned and this should hopefully help with giving stability and make it less likely that the person would reoffend.

Its interesting that many many countries regard public Humiliation and resultant peer pressure to be vital in the penal system they employ. (and indeed essential in other aspects of life, like education)

Britain is one of the few where many people seem to have the idea that this is illegal because of 'Human rights' and not beneficial, which is odd, and in my opinion a major problem with society.

You misbehave then society should know about and be given reign to let you know you behaved like an idiot.

I agree in principal.  The only reason I'm slightly hesitant to agree with the "public humiliation is a good form of punishment" thing is that I haven't ever looked into how effective it is as a form of punishment.  If it works I'm pro!

Japan likes to cane the souls of feet and a few years a go I recall an American tourist spraying cars and having his arse cained in public.
The has also been a prison design based on a conche shell, but this drove prisoners insane, well this and the white noise which is against the Human Rights Act.
I agree our prison system is not working but we cater to the criminal in the UK but im not a fan of the hang em high band eather...........
