I know it seems an odd one but I need to create a frozen look for a costume.. and im not having much joy!
I have used salt before on clothes - which is fine and will wash out, but Im not sure whats best to use on the face and hair.
It needs to be someway between comic/fun and horrific/realistic
Anyone have any ideas? Help?! please!

A few things i use:
Glue gun:
Use hot glue poured down a fishing line to create ice drops or move fast between droplets and create a web like structure
Grimas Glitter:
The white one looks blue when applied give it that reflective ice look
Make up you want salt and instant snow (just add water) can get it from the uk or ebay
