| Nah, I'm with Tianelle as well. Every time I need an NPC-with-a-radio/Ref for an OOC question, they're always locked in sensitive IC political talks with the king of Flangistan. Every time I need them for an IC question, they're always talking to GOD on a radio. I like to keep the refs seperate from the major plot. I've got no problem with refs being hidden IC (the butlers idea sounds very cool) but they need to be hidden somewhere subtle, not trying to run both sides of the game at the same time, to the inevitable detriment of both. Saying that, I've got so good at ignoring people in hi-vis clothing that I probably pose a danger to traffic police and workmen everywhere. One person's barrier to realism is another person's simpler way to handle OOC logistics...

'Same face' is always an issue when you have a core of roleplayers every event. The problem becomes compounded when members of that same core are also refs - they have an identity to the players outside of the game, and can often be some of your best roleplayers.
Having tried both, I have to say that I've now come down on the side of 'you're either reffing or you're crewing' camp - see bacon's comments. Of course, there's nothing to stop refs portraying an NPC as long as it's clear that they're not reffing at that moment in time.
In terms of disguise, we as roleplayers in lrp have to deal with this all the time - is Jim playing the character he normally does, that character pretending to be someone else, or someone else?
Costume/makeup only moves the goal-posts IMHO - what we did was actually create a disguise skill that could be tackled by characters with a perceive skill, as this tells players that their perceptions do not give them perfect knowledge. Not perfect but then the alternatives are not great either.

| For my tup'pence worth, I like the idea of refs wearing same kind of kit as everyone else, but I'd rather they weren't wearing their character's kit or being IC when they are reffing. If I see my IC mate talking to Bob The Dodgy, I want to know at a glance if I should charge over and rescue him before he gets stabbed up again, or if I should leave them alone because it's just him making a ref call. Likewise I know a ref who got really miffed when he's called over during his brief "getting to play" time to be asked to make ref calls when he was being a player. keeping the two seperate does help to cut down on that.
