I am in the process of making a costume for LRP (a monster one, not PC). Now the group I am a member of allow horns as long as they follow certain rules.
1 - if the points stick outward they have to be foam
2 - if the points stick inward they can be hard.
The horns on my costume are ram style horns (the curly ones) so I can make the points go inwards without it looking silly, in our group this isn't a safety issue as the points come around the front of the wearers face and don't point out towards your opponent(s) so the horn can be solid.
The only thing is, I am spending alot of time making this and would like to be able to use it if I go to other LRP groups and play an NPC. So what are other groups views on this? Are solid horns allowed if the points don't stick outwards or do all horns have to be foam?
Or if anyone can give any advice on how to make LRP safe ram horns that won't break easily then please let me know.

| To be safe, I'd have to say stick with foam horns, unless they're under 4" or something similar, in which case it would probably be quite hard to put someone's eye out.

Try poking your eye out with the helmet. Try really hard.
If you can't do it then most systems are unlikely to have a problem with the horns, unless you want to go to the larger events where they will often have blanket policy on design similar to those outlined above.
Personally, I'd go with the foam option.

Thanks for the advice so far.
The horns I am designing most definetely won't be able to have someones eye out. The Rams horns thick part will curl out away from the sides of the head to give an appearance of size but the points will turn inwards on the final curl and rest just at the side of the head.
I am looking at foam at the moment but it seems that it would be really easy to break, thats my main concern of foam. Still, if I can't find a solution I'll have to go for the more shorter, stubby thick horns (less than 4" long). The character wouldn't look as impressive (he's a demon and all demons need HUGE horns LOL) but at least I'll know I can use the costume in other groups.

Well latexed foam is pretty tough! I hope you're not panning on headbutting people with it!

Although at times I might be tempted (esp if my opponent is an idiot), I wouldn't want to risk breaking my horns LOL

Make sure you use high density foam, which will be more solid.
One thing I have seen used for keeping latexed foam in place is to use flexible leather as a core. It's very safe, but also durable, and flexible. Might help?
